He was glad to have time to spend with paxton concordas. Especially after the Kyurem raid, it had seemed impossible to get some time with him — both of their desks were overloaded with paperwork.

[break][break] "Been good," he said, flashing a grin. He flexed his arm. "I think I'm almost back to full strength. How about you? How're your injuries?"

[break][break] Plenty of people had been injured, whether by Hoopa or Kyurem itself, or the combatting Rockets. He was glad to see that - at least - most of the Rangers were back to full function.

[break][break] "Well, nothing in particular." If he had something he needed, he thought, he probably would've gone to PENELOPE LIVY anyway. "What about you? Any of the Rangers giving you trouble?" he said, teasing.

"Almost full recovery fortunately." he said with a small nod. "No situations yet with me personally. Though, if we get an incident I'll be sure to bring you in to handle it for us." he said, trying to assure Ollie he would deliver any corrective actions or praise to the Head Ranger first and let him address it. He realized a beat alter his response was more serious than needed and snorted. "If anything, the rangers don't bother me. It's dealing with defectors." he said with a scoff. "It varies from person to person but...sometimes listening to them speak feels like nails on a chalkboard." he said. "Especially the ones who have yet to complete amnesty. I'm too busy to argue with someone who hasn't even put in their time." If the League was going to support such a program, much to his and PENELOPE LIVY ' chagrin, they could at the very least complete it before opening their mouths again. Then again, maybe public service really was all just about hearing how badly your own organization was run by people who thought they knew best. [break][break]

[break][break] Ollie always forgot how serious paxton concordas was. Honestly, in some ways, it reminded him of Laurence Anderson. The two could be pretty similar sometimes, which was a little ironic.

[break][break] The Head Ranger prepares to settle into their mission after the small talk ends, only when Paxton brings an even bigger - more difficult - topic to the table. Ollie blinks, tongue pressed to the roof of his mouth to stop the first thing that comes to his mind from spilling out of his mouth.

[break][break] 'You don't know them,' he wants to say, thinking of Caleb Harcourt. 'You don't know what they've been through.'

[break][break] But he knows, more than anything, that HBIC's deputy has a point. They have to deal with way worse than he ever does, since any defector that comes to his desk has already been rooted through and properly assessed. He has both PENELOPE LIVY and freya morningstar to thank for that.

He gave a look at their surroundings making quick notes in a field notebook to take back before glancing back at Ollie. He seemed unfazed, though that was pretty normal of him. That's what had drawn him to Ollie in the first place. And his ass. Not so much anymore though. Through a period of dislike and like, he'd grown fond of the Head Ranger for simply making his job easier, but nothing else had flourished. Every vague feeling of a crush fading into the background as his workload intensified. [break][break]

Not to mention, anything he had on his mind had been completely eradicated when he'd noticed the strange relationship between him and his boss: Councilwoman PENELOPE LIVY. There's a fondness there that Paxton doesn't understand anything about except for that it seemed almost timeless. Their truth is long and entrenched. He didn't want to interfere with that. And if Penelope had one more person to help her hold her head above water, then so be it. [break][break]

Ollie prods him and he forgets his question about amnesty. "Penny proposed the idea of training one of your best defectors as spokesperson for the League in an effort to garner, if not the good will of Hoenn, at least combat some of the offers Rocket may have for the public." he said. "We have one person in mind but they'd need extensive media training. And in my opinion, no live audiences." Was their story effective? Yes. Did he trust them to follow the script? No. "They're also still going through the amnesty program. I was wondering if you had any better candidates. People that may have already finished? Aside from Remiel Calcifet of course." He said, noting the newest addition to AQUA post amnesty completion. [break][break]

The proposal comes at him without warning, and Ollie can't help but blink in surprise. He tries to recall if Penny ever mentioned it to him... but they tend to keep "work talk" out of their conversations if they can help it, at least lately, since so much of their lives include work anyway.

"PENELOPE LIVY initially proposed Isaac Merlo. But I'm hesitant to use him despite how strong of a candidate he would be." he began with a small shrug. "Besides, you can't speak on amnesty when you haven't gone through it completely. I don't think this was going to be an issue we can afford to wait on either." he continued. "Though, I think many candidates have similar pros and cons. Remiel Calcifet, for example, finalized amnesty but used to represent a whole other nation." he sighed through his nose. "I understand he has rejected Galar now that he is in AQUA, but I think it may be too soon for him based on his Galarian heritage." [break][break]

"However, he is newer Rocket, which is what we are fighting against and has excellent handle soon conducting himself. But for now, I think we want to see a bigger pool of candidates before we pick one." [break][break] Ollie couldn't help voice his surprise. Most everyone who met Isaac liked him; that was the benefit of being Suicune avatar. Then again, Isaac Merlo also tended to have a charming quality to him - much like Ollie himself - that endeared him to most.

[break][break] And then paxton concordas's criticism of Remiel Calcifet brought the Head Ranger further pause. Ollie didn't really like to think badly about anyone, but it kind of sounded like... "Sounds to me like you just have a thing against other regions," Ollie said with a laugh. "But that's not right - is it? You and I are both from Kanto, aren't we?"

[break][break] Though, deep down inside, Ollie knew that the other had a point. There was a reason so many had suspicions about the Amnesty attendees, even the graduates. It was something that he'd spent a long time trying to ignore, but one that he'd recently learned that he no longer could.

[break][break] "I can give you a list of candidates," Ollie said with finality, crossing his arms. "But you're right. One or the other are gonna have their own pros and cons."

[break][break] He frowned, looking serious for once.

[break][break] "You spent enough time with the Rangers to know better, Pax. You can't just read them based on their past."

[break][break] Even though paxton concordas no longer worked for them, on account of the fact that they no longer needed the staffing, Ollie knew that - somewhere deep down inside - Paxton had learned to at least recognize some of them as friends. Rocket or not. Ranger or not. They'd all worked together at some point in time.

"From what I can tell, he's an idealist without a filter. I wouldn't trust him in battle, not because he's ex Rocket, but because he'd never listen to reason and martyr himself." And because he was an ex- Rocket. But when the living embodiment of purification vouched for him, it was hard to hold that to his name. Even so, he remembered the holiday party and grimaced. Paxton huffed as they moved onto Remiel Calcifet . "He left everything behind to join AQUA, but I think...this could be spun against him very easily..." he trailed off as he looked over at Ollie. "Yeah. Kanto." he thought deflated him. Could he even call it home anymore? Razed to the ground, stained with blood, and abandoned? [break][break]

"We just want to consider options before we...settle." Every option would have its cons. They were all defectors. Intrinsically, him and PENELOPE LIVY would never be fully content with them. Choosing death and then skipping out on the consequences of that choice? Kanto had not been enough to dissuade new recruits. He didn't feel sympathy for any of them. [break][break]

But if there was a single thing he respected in this world, it was doggedly chasing after a goal. Working tirelessly. Work ethics, strong ones at that. "Any defector that comes out of Amnesty standing upright may have...one quality I can appreciate." he said, struggling to find the words to offer praise to the program Ollie was so proud of. "It's a difference in opinion on conviction, Ollie. If I had my way, they'd all be dead before they crossed the border from Rocket." he said as he scratched at his neck, itching a scar that was no longer there. Not since his death in Meteno. [break][break]

"But the one you pull out of Amnesty at least, those I'm not afraid of fighting alongside. That's the bet courtesy I can offer." And it had taken a lot of time to adjust to that feeling. But this is a compromise. And he had to consider the good of Hoenn in the long run. As much as he hated it. As much as he recoiled against it, his body protested the very notion of getting along with an ex-Rocket.

[break][break] The conclusion came out of his mouth before he could stop himself. Perhaps in a lot of ways, he too was the same as Isaac Merlo — an idealist without a filter. But if there was one thing that Ollie had over Isaac, it was his upbringing. It had nothing to do with Rocket. Ollie held Hoenn's ideals — and therefore the League's ideals — as much as he did the Ranger band on his arm. It meant that, despite everything he may have felt, he would listen to direction, even at the cost of his own heart.

[break][break] Bitterly, he thought both of annalise henderson and Caleb Harcourt.

[break][break] Two people he cared deeply about, yet could be as different as could be.

[break][break] The Head Ranger let out a sigh, rubbing his hand behind his neck. paxton concordas made good points, about the both of them, neither of which he could dispute. At least, not right now. Here was not the time nor the place for them.

[break][break] "If you could make one change to the Amnesty program, what would it be?" he asked, mulling over the thought. As Paxton said, he probably would've done without the program in it's entirety if it were up to him. But it wasn't - up to either of them. And for as much as he knew about the blond, he knew that he supported their commissioner with his whole heart.

"I do." Paxton confirmed without hesitating, glancing over at the Head Ranger. "Arrogance. Martyrdom. Heroes." he spat out the last word. "That kind of shit gets you and your friends killed." he said, eyes a cold steel. He wasn't overthinking this. He was speaking from lived experience. Something that still pushed him forward so ardently, even if he hated remembering it. [break][break]

There's a small silence that lay between them, and Paxton kept busy looking around the strange flora and fauna of the Giant Chasm. A lot of it was familiar but certain markings and tracks resemble something more alien. The question is a mild surprise, but to his credit he doesn't blurt out the obvious answer. [break][break]

Much like freya morningstar had once with Project Sapphire, and PENELOPE LIVY before her, he stayed quiet and gave it thought. Gears moved slowly in his as he thought this over. He sighed through his nose, crossing his arms as he considered their options. "It may be impossible to implement, but I'd hope to formally ban defectors from holding office in the council." he said, eyebrows furrowed as he gamed it out in his head, working how to explain it like he was drafting the proposal for the council already. "Regardless of how well the public takes it, Amnesty doesn't fully erase the crimes they’ve committed associated with a terrorist organization. There's another begrudging sigh as he added, “Perhaps offering incentives for companies to hire defectors once they finish their amnesty program. It wasn't like paxton concordas didn't make good points. They were good points, ones that were hard to refute, but it brought more insight to the Head Ranger about the deputy's character.

[break][break] And on the topic of the Council, and more importantly the Amnesty Program as a whole, Ollie grows quiet. He thinks about all the members of the program that he knows well, that he's not only worked with but also knows how hard they've tried to leave their mistakes behind them. He thinks of Isaac Merlo, Caleb Harcourt, or Remiel Calcifet.

[break][break] Ollie flashes a smile at the other, nodding as the other explain the other elements of the program that could be sustained or changed. It was something that he'd been thinking about for some time now, especially with how much that he'd been working with freya morningstar to improve it.

[break][break] "I'll keep that in mind. That's great feedback." His head tilts. "I know you already retired, but how close do you work with the military? One of the things that the recruits have brought up is the element of safety."

"Unfortunately." Paxton quipped, eyes narrowing at the Head Ranger. He liked them as much as he liked Remiel. Or any other defector. "Yes, and you always pay for your mistakes." he said firmly. "Just like any other crime in our courts. Why is terrorism any different?" he said, not bending on it. They could atone all they liked for all he cared. But he would never let them forget what path they'd chosen. Mistake or not. [break][break]

"I suppose it's something I could suggest to PENELOPE LIVY ." he said, relenting with a small shrug. "Don't mention it, Ollie." he said before adding quickly, nearly grimacing at the thought. "Please don't mention it. Ever again." he said.[break][break]

The question of the military came up and he frowned. His conversation with MATIAS SILPH still simmering in the subconscious. Mainly his guilt towards his old friend. "Not everyone can accept Amnesty, especially once completed, as proof. Trust takes time to build, and not everyone is a soldier that can just...take orders and without complaints." On the topic of safety he paused for a beat before pressing on. [break][break]

"We have protocols for this. Much like with Eris Halla when she said she felt unsafe in the League's custody, there's always the option of escorts. In her case they'd been mandatory due to being a child, but for others, electing to move through escorted is always an option. Essentially a longer term partnering like the initial Amnesty provides. For recruits anyway." he said with a small shrug. "For our own people...it's always better to move in numbers. That completion of Amnesty is their permission slip to work as one of our own.” It's difficult to address, but Paxton was rather aware of the line he toed when it came to defectors. [break][break]

“As far as I'm concerned, if they complete the Commissioner's approved Amnesty program, and you signed off on them then I trust them to accomplish the duties of their job. If I believe in Dalia, then I believe in the program, and by extension, the defectors that made it. A lot of the program is trust in the program itself. I don't have to like you to do my job correctly. But maybe that’s just the difference between officers, rangers, and soldiers: the rigidity of authority we respect.”
